Fitzgerald prosecuted Blagojevich. Trump is upset that Fitzgerald and Comey were associates. Fitzgerald worked on the Plame case which led to the conviction of Scooter Libby. Trump pardoned Libby in 2018.

Coats had warned Trump about Russian interference in U.S. elections, similar to how Rood had warned Trump about his scheme of withholding of U.S. aid to Ukraine for personal benefit. Trump disposed of both of them. Trump wanted loyalist Ratcliffe of Texas to replace Coats. Ratcliffe dropped out after controversy over his embellished resume that made it appear that he had put many terrorists in prison.
Ratcliffe's resume was similar to that of Mina Chang of Trump's State Department who put her face on the cover of a fake Time magazine. It was shown on TV during an interview of her and she didn't say it was fake. Chang resigned after her embellishments became known.
Coats was an experienced U.S. senator from Indiana and a former U.S. ambassador to Germany, whereas Ratcliffe was a little known representative from Texas.
Trump uses the acting role (the government one, not his Hollywood one) to circumvent the need for Senate confirmation. When the allowed period for an acting official is about to expire, he appoints another acting official.
