water can be purified. it always stays within realm of the earth, naturally, never travelling beyond the atmosphere. too far out and it becomes ice particles in clouds, and eventually comes back down, melts, rains, gets back in the ground....

droughts happen. glaciation happens. all sorts of things happen which can change the availability of the water on earth, but almost nothing can happen to change the amount of water on earth. almost the only thing i know of which can actually change the amount of water on earth is the manufacture of hydrogen by breaking apart water molecules, seperating them into hydrogen and oxygen. this is what i've heard is done and admittedly have know way of knowing if it's really true.

if it is true, the only way i can see us fighting over water rights is if we make hydrogen manufactured in this way our primary source of energy (which is unlikely, because last i heard it takes more energy to produce hydrogen with this method than the hydrogen itself is able to provide) or else we find some other extremely wasteful way to somehow destroy/eliminate our water
