I didn't find any reference to the statement you listed.

What I did find was this:

Now, even if it is accurate that only 2 out of 20 people infected during "a measles outbreak" * were children whose parents had opted not to vaccinate, that does not mean that the remaining 18 had been vaccinated. The remaining 18 people could be:

- Children under 12 months of age, because children are not vaccinated before 12 months of age

- Adults who have not been vaccinated (including people who thought they were vaccinated but weren't)

- Children who have only had one dose of measles vaccine (the second follow-up dose is given to children at 4-6 years of age)

if any people in this alleged outbreak got the measles even though they got the vaccine, it could be because they have a compromised immune system (for example, someone with HIV, etc.)

So if unvaccinated people are 22 times more likely to get the measles than the vaccinated population, it's quite possible that 100% of the people in the outbreak that you described were unvaccinated.

Your suspicions turned out to be factual.

Six of the nine children weren't vaccinated (66%), four because their ages were less than 12 months (which made them ineligible for the vaccination) and two because their parents chose not to vaccinate them. Three were vaccinated but they were in the recently-vaccinated 13-15 month age window and were more vulnerable than older vaccinated people. With the vulnerable included, 100% of the children were at elevated risk.

Only three of the eleven adults had paperwork proving that they (the adults) were vaccinated. Potentially, there were 14 of 20 people (70%) who weren't vaccinated and 17 of 20 people (85%) who were at elevated risk.
