If they were seriously standing there and beating it I would definitely go over and yell at them. I'm probably the least confrontational person ever and I'm wicked shy but there's no way I would allow that to continue.

When i saw him doing it I screamed at him, but he didn't even look in my direction. I'm pretty sure they saw me talking to the officer though...so, they would know it was me who stole her. Maybe I'll wait till it's closer to when we move at the end of the month...

I would report them to the SSPCA, but I don't know if you have a similar kind of organisation there.

If you are considering removing the dog, then you need to find a place to keep it until you move. If they know it was you who called, they are going to assume you took the dog.

You do realize that to abuse an animal tends to be not only a pattern but an indicator of behaviours that we as a rule in society do not tolerate. If they have access to anyone they can over power then they also abuse them. So a child or someone they can bully will also feel that wrath.

I personally would remove the dog. No animal or human deserves to be beaten.

I have a football signed by micheal vick during his senior year at VA Tech. It'd probably be worth good money if he wasn't such a stupid asshole, he was pretty good.

I don’t know about a puppy but my neighbor was walking his dog a couple of weeks ago and he nearly bit me
    as I walked past

If I saw my neighbor beating his dog, I’d join in

i know what i'd like to do. and that would be capture the human doing the beating and put him in one of those animal carrier kinds of things and take him to the pound in it.

my avoidance behavior being what it is, i'd probably just mention it all over the internet.

man, with my neighbor, i have to be honest and say, not a goddam thing. why? because the sheriff wouldn't do a goddam thing and i'd still be next door to a crazy fucker who now has it even more out for me than he did before. i just might encourage it to "run away" though, you know, to a better place. my family has done that sort of thing before with very good results.

I'd just point out that animal abuse is illegal, and furthermore that it'd be an awful shame if any authorities caught them at it...
Then again over here (other side of the pond) at least such things are taken a tad more seriously I suspect...

As for kid(dog?)napping, I wouldn't advise it. Unless the dog is in immediate peril you'd best wait. You don't want to be accused of theft or maltreatment yourself...

I'll admit to seeing this once and doing nothing..I was pissed off but at the same time I was fed up of listening to the fucking thing bark all day too.

a friend of mine had one of those zapper collars on his dog once...I wish everyone would use those

actually now that I think of it...a few of the dog owners could benefit from those collars too

I'll confess to wondering if those, or maybe duct tape, are legal to use on children... Only from time to time, when I'm whimsical. I swear.

Wasn't long ago that they were banned in Wales, won't be too long I think before the rest of the UK follows suit... There are better ways to train dogs.

I saw a video once of a dog owner who tested one on himself, that was amusing, (and a little sad)...

Typically they escalate the shock up to a somewhat significant level. Also, what I've heard from people in the know about such things is that they cause other behavioural problems as well as covering up the ones the owners use them for.

As for the police, they mostly don't carry guns or tazers, except in specific cases/areas.
