well this issue could be a semantic one. If you're talking about a centralised power-wielding entity with a monopoly on force that operates its policy through coercion... Then self-government does mean no government. Such institutions are inherently incapable of bringing about a state of true socialism, they inevitably become self-serving. People don't need a central authority in order to organise themselves on socialist principles, or to protect them. As I said, most things like workers rights have not been won thanks to government power, but because of direct action from below.
