Why do people act retarded when it snows?

    snow does not suck. having to spend a lot of time out in it sucks.
    snow is wonderful otherwise.
    so is watching rotary snow plows on the railroad.

    snow in cities where people drive cars on it is just not what nature intended.
    so why should anyone be surprised by that?
